Application Requirements
Complete documentation checklist for regulatory sandbox applications
Important Notice
All applications applying as Organisations must include complete documentation as specified below. Incomplete applications will not be processed and will be returned to the applicant for completion.
1. Organisation Documentation
Certificate of Incorporation
Official certificate showing company registration with the Registrar of Companies
Memorandum and Articles of Association
Company constitution and governing documents
CR14 (Company Registry Form)
Current list of directors and shareholders
Tax Clearance Certificate
Valid tax clearance from Zimbabwe Revenue Authority (ZIMRA)
Proof of Physical Address
Utility bill, lease agreement, or property ownership documents
2. Shareholder & Senior Management Documentation
Requirement 20.13: Details of ALL shareholders and senior management personnel (CEO, CFO, CTO, COO, Directors, etc.) must be provided. Supporting documents such as CVs, Police Clearance and Tax Clearance certificates are optional — provide them if available, as they help speed up the review.
For Each Shareholder:
Curriculum Vitae (CV) (Optional)
Detailed CV including education, work experience, and professional qualifications, if available
Police Clearance Certificate (Optional)
Valid police clearance from Zimbabwe Republic Police (less than 6 months old), if available
Tax Clearance Certificate (Optional)
Individual tax clearance from ZIMRA, if available
National ID / Passport Copy
Certified copy of national identification or passport
For Each Senior Management Member:
Curriculum Vitae (CV) (Optional)
Comprehensive CV highlighting relevant experience in insurance/pensions sector, if available
Police Clearance Certificate (Optional)
Valid police clearance certificate (less than 6 months old), if available
Tax Clearance Certificate (Optional)
Current individual tax clearance from ZIMRA, if available
Professional Qualifications
Copies of relevant professional certifications and licenses
National ID / Passport Copy
Certified copy of identification documents
3. Product & Innovation Documentation
Product Description Document
Detailed description of the innovative product or service
Business Plan
Comprehensive business plan including market analysis and financial projections
Technical Specifications
Technical documentation for technology-based innovations
Testing Plan
Detailed plan for testing the product in the sandbox environment
4. Risk Assessment & Compliance
Risk Assessment Report
Identification of risks and proposed mitigation strategies
Consumer Protection Plan
Measures to protect consumer interests during testing
Data Protection & Privacy Policy
Compliance with data protection regulations
Exit Strategy
Plan for transitioning out of the sandbox (success or failure scenarios)
Document Format Requirements
- •All documents must be in PDF format
- •Maximum file size: 10MB per document
- •Documents must be clearly labeled with document type and person's name (for individual documents)
- •Certified copies must bear the stamp and signature of a Commissioner of Oaths or Notary Public
- •All documents must be current (not older than 6 months unless otherwise specified)
